B) I bet you'll be doing this regardless, but does the shop/insurance company know/care that you'll be rust-catalyzing the newly exposed metal and possibly top-coating it too? And are they beating it out or replacing metal?

We are using weld-through primer. We are replacing the left rear panel. I think we are metal-working the bumper. They are least-familiar with the frame/bumper captive nut area, but we will pull the frame back, then reweld.
