Nosecone Torque Figures?

I have to reinstall the nosecone after repairing the shift rod mechanism and replacing the selector bearings.
Do the bolts holding the nosecone on need to be torqued? ( found the torque 11 ft lbs)

The existing gasket looks like it was just sandwiched in there. Does the new one require sealant?

Clean flanges and a paper gasket do not require sealant. I have seen many a RTV blob subsitute for gasket transaxles that have not leaked.
