e-brake lever to shoe

my c-clip was somewhat mangled and there was no wavy washer on the pin... is the c-clip held in place by the pressure from the wavy washer, or is the clip supposed to be "closed" around the pin with pliers?

The C Clip is closed around the stud passing through the shoe. I just buy shoes with the relay lever already installed.

Thanks... that'd be ideal... the Pagid shoes I got from a favorite vendor came without.

now I'm trying to order a pair of new clips (and assorted other knick-knacks) and another favorite vendor only shows one in stock...
