What was the actual problem? Can't pin it down to anything specific. After rebuilding the engine and adjusting the AFM per colin's write-up to an AFR of 14.4-14.7, all it took was about 3/4 turn of leaning out on the mixture screw to get to the posted results.
After another 2 hour wait in the DMV (total of 6 times after getting various daily moving permits and registration, 12 hours of my life I'll never get back) I have new plates in hand and reg process is complete.
Boy, I can hardly wait till 2012 when I get to smog it all over again.
Anyway, thanks for all the help and suggestions.
Help me get through smog. High HC. RESOLVED! IT PASSED!

Use the wiper adjustment to get 12.5 under full throttle at 55 mph in 4th gear.
Use the black cog adjustment to get 15+ on throttle-off decel.
I have to re-write that entire AFM article, Airkooledchris, thank-you for the use of your LM-1.
