Is there an online reference for VW part numbers, showing which parts go with which model/year/etc.?
There's a fuel gauge on the Samba classifieds with the number 211-957-263 1, and I have no clue about whether it fits a '71. And as I rehab my bus, I'll bet that there will be other parts I'll need to find the history or purpose of.

No. VW has a very bad habit of making a part number vaporize when they discontinue a part. Once the part is NLA, the number is history.
I have no idea what the last number means on the part number you gave.
68-71 gas gauges were part number 211 957 063.
76-79 black face gas gauges were part number 211 957 063 B.
That number still shows up in ETKA but the part is NLA. This means with the next version of ETKA, that part number will vaporize.
I am guessing that the NLA 73-75 grey faced gas gauges were part number 211 957 063 A..... but there is no way to verify it.
