Ignition on, points open, that is perfectly normal. Terminals #15 and #1 are just the two ends of a very long piece of wire.
Unless there's current flowing in that wire (wouldn't be if points are open), every point on that wire will be at the same
voltage, presumably about 12 volts in your case, since the ignition is on and connected to #15.

... and, if the points are open and that #1 should light up, it means that there is a short somewhere, like where the green wire slips into the side of the distributor.
