I'd run a whole tank through it - not sure if 3 gallons is going to give you an accurate reading. Although 16.5mpg isn't shabby, esp with the heavier vanagon (i'm assuming it's a/c). I get between 16-18 mpg highway with my 76 2.0 FI.
