isolate your issues...rig up a 12V source to test and see if the pump runs. same with starter.

Clean the slip-on terminal on the starter.

The entire vehicle is ground. The neg battery cable should end with one end firmly bolted to a clean spot on the body...... Then there should be some kind of ground strap from the body to the engine/transmission as the mounts are rubber and you dont want the speedometer cable or the clutch/throttle cable trying to ground the starter.

i hooked the fuel pump wire directly to the battery, with the VOM inline. it showed 12v going through, but it didn't come on.
i know that you can use use a meter 'inline' when reading Amps, but not when reading Volts

Bad starter? When mine went out, so did my headlights. This was while I was driving. Made it home without the headlights, bus running fine, but next day, nada action at the turn of the key. Dead Jim. Eventually got it towed to a shop, and the starter was replaced. Good to go.

Weird, replaced that starter a year or so ago, but remember no details about the failure that led me to the task. I better lay off something.

If anyone has recently installed the starter, there are a number of terminals at the starter post that is also home to the battery cable. One is a big red wire that ... runs the entire front of the car.

If the entire car is so dead that even bridging the starter posts is a pointless exercise, then main battery cables need to be checked, especially if you have bolt-on terminal ends at the battery.
