Steering Column

What is the function of the portion of the steering shaft circled in red?

Part 2 (Blue). Any tips/pointers on isolating the steering column from the shaft? Does it matter exactly where the isolating ring goes inside the column?

Last (Green), I am missing the seal that goes at the base of the column, just above the plastic clamping ring. Can I fashion this out of a section of bike inner tube and just slip it over the column?

Well figured one out. The red circled portion is where the steering lock engages the steering shaft.

The blue guy, goes around the outside of the steering column shaft. You stuff it up between turn signal assembly and the steering column shaft...not sure what holds it up there, I hear electrical tape. Make sure to line up the window for the steering column lock pin.
