Don't know if this has been covered, but have you checked the Auxiliary Air Regulator elbow? It has a nasty habit of cracking underneath where you can't see during a cursory inspection. You need to take it off and hold it up to the light.
You'd think that a cracked AAR elbow would create a big ol' vacuum leak, but not if the AAR is closed, like during normal operation. It does introduce unmetered air, however, so it does mess up the AFM measurement.

The boot is good to go! I think I have it figured out. I had some aftermarket job for the fuel filter and I dont think it was allowing enough fuel... I also replaced the coil because it seemed like it was getting to warm..
the next set of questions are:
1. I know what the book recommends for timing but what do you guys recommend?
2. what should I be expecting out of performance.. ie, what speed should I be able to climb a decent grade.. how long should it take me to reach 60 on flat ground. should I expect not to do more than 60?
3. Last I would like to thank all of you for your help.

2) depends on the grade
IF you must downshift from 4th, hold at 45-48 in 3rd
IF you must downshift from 3rd (big hill) hold at 27-29 in 2nd
If you must downshift from 2nd (don't laugh, been there) hold at 14-16 in 1st unless you are actually scared that the hill is too big, if so, get up to 20 for some cushion.
IF you must downshift from 1st, park it and rappel down.
3) in a proper state of tune, a 7 passenger air-cooled Vanagon will accelerate to 60 in about 23 seconds.
I never beat my cars, the VWs I will give an easy minute to 65.
