A good question; I suspect the answer will be yes, since:

1. They're in California, so they don't have the option of selling it from out of state and telling the buyer "tough luck" if it get's nixed;

2. Extremely likely they'd be using it on the vans they sell as an option, at least. I highly doubt they could get away with selling vans using this if it weren't CARB approved.

Eh, I wouldn't think they'd charge that much for it.

Just looking at the parts on the screen, I'd guesstimate that the system cost at most 1000.
Biggest single cost is the ECU - Delphi MT88 - and doesn't seem to be widely available either, so it's likely a relatively cheap ECU.
Now, assembly time is what could make the cost horrendous...
Assume the guy is hella fast @ 20 hrs * $25/hr, bam, 1500 for assembled product.
Assume he's slow @ 60 hrs * 25, bam, 2500.

So, 2000 is definitely low, too cheap or would be in the red.
On the other hand I wouldn't be surprised if it hits 6000, especially if the labor is slow to assemble the harness.
Above that even the boys who have deep pockets will go "I'd rather take it to the mechanic than pay that much!"
