This is absolute lunacy. The day it's "illegal" to work on your own vehicle is the day the manufactors stop selling their product. Now, if they want to PAY me to drive their product, I might view it differently.
The funnest part of this would be the potential enforcement. The government would do as well with it as it does in managing social security, medic-aid and especially, illegial drugs. LMAO...!

Fortunately the cars we primarily deal with here don't have a lot of coding to them. But it is definitely ominous.
