As usual, there are many aspects, they are saying they need a permit, but with a permit they could do it, but only twice a year, blah, blah, blah.
One thing I would like to point out.
It is another fine example of the government and regulations hurting the people instead of helping them.

Consider that government and regulations are not in themselves "bad". They are a delivery system. Our delivery system is actually pretty good. People who come up with uses for it range from interested-in-the-public-good to hideously craven-and-self-interested. This does not make the government and regulations delivery system "bad".
But as long as indiscriminate parrots listen to the craven and self-interested squawk about government and regulations, the real problem (craven self-interest) is ignored, thus playing into the interests of the craven and self-interested.

True that it doesn't have to be bad, doesn't make it bad or isn't all bad, but consider the following.
1) There is a small percentage of people on this planet that like to use force to bring about their desire.
2) There is one group that has the monopoly on the right to use force, that is the government.
3) The small percentage of people that like to use force to bring about their desire are the ones that gravitate to that group that has the monopoly on the right to use force.
4) Those that are able to use the government best are the wealthy.

The majority of the time what is done by the government is the desire of wealthy people who like to use force to get what they want, which is why most things done by the government is bad.
